Foreign nationals who wish to live and work in Duisburg will need to deal with several public authorities. Below we will give you the names of some of the institutions and authorities responsible for the central issues.

Residence permit
A residence permit is necessary for a permanent stay in the country. Citizens from all non-EU states need this document. Local Foreigners' Registration Offices are responsible for issuing the permit. You should contact them to clarify which documents they need.

Registration
Every resident in Germany who moves into a new flat or apartment must inform the local Residents' Registration Office; in fact, this must be done within one week of the move. In order to register, new residents must normally appear in person at the office. A call to the public authority should clarify which documents are needed.

Work permits
Work permits are only required for citizens of non-EU countries employed in Germany. People establishing a business in the country do not need this document. Senior staff members, such as managing directors, are also exempted from the permit requirement. The local public employment is responsible for authorisation. To receive a work permit a visa, a registration of residence certificate and a certificate from an employer are required.

Tax records

Local tax offices (internal revenue service) which are located in almost all municipalities are responsible for tax matters. People registering with local authorities must apply for a tax deduction card. Taxpayers' most important data are recorded on this form. Employers record all taxes paid and social security contributions on it as well. Employees receive their tax deduction card at the end of the year and enclose it together with their income tax returns for the local tax office.
